DATE

To Whom It May Concern,

• Scientist’s name and NIH designation (e.g. Postdoctoral Visiting Fellow).
• Dates at NIH.
• Source and amount of funding.

SAMPLE FIRST PARAGRAPH:
Dr. (full name of scientist) [DOB: MM/DD/YYYY; Passport Number XXXXXX] is engaged in biomedical research as a Postdoctoral Visiting Fellow at the National Institutes of Health (NIH), a United States federal government research organization in Bethesda, Maryland. Dr. (last name of scientist) received a Ph.D. from the University of XYZ, (name of country), in May 2008. The dates of his/her postdoctoral fellowship are from MM/DD/YYYY to MM/DD/YYYY. The fellowship is funded by the NIH at a rate of $XX,XXX per year. Dr. (last name of scientist) is temporarily traveling outside the United States.

• In laymen’s terms, describe the research program of the NIH lab/branch and the research that the scientist will undertake; for non-FTE designations, focus on the training that the scientist will receive.
• Note how the scientist’s qualifications enable him/her to be at the lab/branch.

SAMPLE SECOND PARAGRAPH:
Dr. (last name of scientist) will conduct research at the Laboratory of XYZ at the National Cancer Institute (NCI). The goal of the Laboratory is basic biomedical research related to drugs, toxins, and carcinogens at the molecular, biochemical, and cellular levels. The applications of this research may contribute to future cancer diagnosis and treatment. Three areas are currently under study: (1) common gene mutations that influence individuals’ susceptibility to cancer (2) the mechanisms by which receptors within cancer cells respond to certain cellular proteins, and (3) how existing cancer cells metastasize or spread into new organs. Dr. (name of scientist) will be involved in Project 2. His/Her training and experience related to molecular signaling pathways make him/her well qualified for this research project.

• If the research program has no applications to defense-related purposes, state this here.
• Note that the scientist is expected to return to the NIH to continue his/her research.
• If the scientist is a Visiting Fellow, emphasize both the mission of NIH training and how it will benefit the scientist
• Provide the contact information of the IC sponsor/supervisor

SAMPLE THIRD PARAGRAPH:
The reagents and products in the laboratory have no applications in either chemical or biological warfare or other types of offensive activities. Dr. (last name of scientist) is expected to return to the laboratory to continue his/her research training. The training that Dr. (last name of scientist) will receive is essential to the NIH goal of training scientists worldwide and such training will enhance his/her scientific potential by (describe how will benefit future career). Please feel free to contact me at any time if questions arise. Thank you for your assistance.

With best regards,
