Walid Phares, who is a terrorism analyst f0rFOX News, has studied the Muslim Brotherhood. Phares says its history shows that the group is not secular , not moderate.

In the introductory letter, Akram referenced a "long-term plan…approved , adopted" by the Shura Council in 1987 , proposed this memo as a supplement to that plan , requested that the memo be added to the agenda f0ran upcoming Council meeting. Appended to the document is a list 0f all Muslim Brotherhood organizations in North America as 0f 1991.
